The Parable of the Good Libertarian

Then Jesus told a parable to Democrats who were sure of their righteousness and looked down on Libertarians as sinners who mistreat the poor:

Once a man was traveling through life when he was beset by bandits who robbed him, beat him, and left him homeless. A Democrat named Tom Brower came along and did this to him:

Then, not to be outdone in the race to lose his humanity, the Democrat mayor of Ft. Lauderdale made a rule criminalizing people who take the initiative to feed the homeless.

Then, some Libertarians came along and pledged to defy this heinous rule and feed the homeless man.

Which of them was neighbor to the homeless man?
